+Pertinent comments can be valuable.  I don't like to stifle activity with 'rules' about comments.  However, I do like the idea of having one pertinent comment from either the revising editor or an editor one level above who can concisely explain the revision.  Not the place for insincere 'atta boys'; set up a message board instead.
